There is no plan other than what makes sense for the characters. Lori came back because Rick was struggling with his grief and guilt. It wasn't because we wanted to have a ghost on the show or bring a character back. It was here's a guy that's dealing with his guilt and he's going crazy. We may bring people back but it's only in service of character. It's never 'wouldn't it be cool if但ツ€側'
