The issue here ought to be animal welfare. If the animals are properly looked after, with chances to get exercise (once saw some circus elephants cavorting in a field in north Wales!) and are trained with kindness to do things they enjoy, there's no reason why they should not be in a circus - it may even be less boring than being a zoo animal?
